Dear ladies and gentlemen!
Dear Colleges!
On behalf on public organization “Defense and security policy center” I want to emphasize, that development of any business depends on willingness of the people to make benefit, to work and to reach success.
The sphere of the Center’s activity is defense and security sector of the state. At the same time current conditions of being are very difficult and situation could be evaluated as ambiguous.
Uncertainty, unexpectedness and variability of foreign and internal environment in the sphere of national security sufficiently complicate and limit the capabilities of engagement of modern methods and mechanisms of strategic and defense planning in this sphere.
Political variability leads to part time adopted decisions, and doesn’t allow planning perspective work of those who provide national defense and security.
At the same time the analysis of current development of Ukrainian society indicates that successful being and solving of the burning problems are impossible without consolidation of efforts of official bodies and public.
The mechanisms of implementation of communication problem between public and society with state power bodies, firstly, are on the initial phase of development. Concrete interaction is absent. As a result – security sector of the state is loosing powerful mechanism of increasing of the effectiveness of its activity.
But what and the public do to amend current situation? Do we know how to correct the situation, but we wait until someone asks as?
While state bodies are limited by corresponding regalements and instructions, we, representatives of the public, have influence mechanisms on adoptions of decisions in the state, but don’t engage them. Among them public discussion of the problem issues, conferences, workshops, article on actual issues, other methods, which allow to spread the information among the population, starting from state and political actors to ordinary citizens of Ukraine concerning interests of the state and security sector.
We need only willingness to consolidate our efforts. I believe that we can successfully engage existing forms and methods of public society’s activity as well as to find new ones.
So, as one of the new forms of involving of the public for solving security sector’s issues, on the web-site of the Center permanent internet-forum “Society and security sector” was established. The aim of the forum is to consolidate all those people who are not indifferent to Ukrainian army and providing with the opportunity to spread the achievements and discuss the problem issues of security sector, exchange dreams and views for perspectives and ways of its activity and development.
Using the opportunity, I want to invite all those, who share views of the Center to fruitful cooperation in favor of Ukraine. We are open to cooperation with state bodies, other public organizations and other specialists.
