1. Combat Training: Flight exercises in the Army Aviation
Since December 16, the flying training has started in Brody 3rd Army Aviation Regt of 13th Army Corpse. The exercise is intended for improvement the helicopter pilots’ proficiency.
Comment: in order to certify the skill progress of 22 helicopter pilots’ and navigators’ up to first and second class, 11 experts from Army Aviation department (Kiev) got round for a validation. Two helicopters, one Mi-8 and one Mi-24 are supporting the exercise. The challengers will go through a theoretical and practical testing wherein they demonstrate their flying ability in the “day-night”, IFR and adverse weather conditions. This event will continue until participants will have made over 60 flying hrs up to December 26.

1. Defence Planning: Financing of the Armed Forces in 2010

On December 11, Ukrainian Prime Minister U. Timoshenko during celebrating the Ground Forces day in the national officers club made it known that since next year, the Government will cease a financing of Defence budget by using margins from a special fund.

Comment: in accordance with 2009 State budget the MOD debit was planned of around 11,6 bln UAH, where 4,2 bln UAH are proceeds from special fund capitals. Over eleven months of this year special fund has been filled out less than 10% of what was planned. A long practice proved that no expectations to make it more then 1 bln UAH in the future. None of European militaries have a split budget but are being financed solely from a general fund. According to Prime Minister, Ukrainian Government stands to close down, since next January, a using of special fund as a part of military budgeting.

1. Defence Policy: Financing of the Armed Forces

In this early December the President of Ukraine V. Yushenko by his decree № 1000/2009 has brought into effect a National Security council resolution “On emergency measures for crisis overcome in Armed Forces” dated form 20th November 2009.

Comment: National Security Council has appraised a financing support of the UAF in 2009 as too insufficient. Bolstering defence capability, Council is encouraging financing increase in 2009 for primary tasks implementation: 112,6 mln UAH come for a restoration of Joint Rapid Reaction Forces emergency storage; 24,7 mln UAH will be allocated for immediate training arrangements of fighter pilots. Additional 698,6 mln UAH to be taken from Stabilization Fund and will directly be invested in as following: 60 mln UAH to recover 12 Mi-8 and Mi-24 helicopters. Rest of 638,6 mln UAH will be disbursed for a completion of outstanding developmental works of multifunction AD missile system, “corvette”-type advanced vessel, An-70 transport aircraft, Mi-24 helicopter upgrade and partially to procure the “Oplot” MBT for UAF forward use.

1. National Defence Capability: military radio frequency issues
The President of Ukraine suspended a latest Cabinet’s iterated instruction, which has authorized a National communication control bureau to start a public sale the licenses for UMTS (3G) standard cellular on frequencies that is currently in military usage.
Comment: in September the Cabinet came to a decision for conversation a set of the military exploited frequencies without any redemption to MoD. Opposing the Government’s plan, V. Yushenko has blocked any energy by his deny decree, noted as such irresponsible behavior obviously will heavily undermine a National Defence Capability. First auction to share out the fraudulently appropriated licenses on cellular communication provisioning, supposed to be held this year on November 27. Conversing its unnecessary radio frequencies the MoD might profit 2,5 bln UAH through 2010-2014. The National communication control bureau suspended a shallow activity and set sellout aside.

1. National Defence Capability: Chief of the General Staff of Ukraine is appointment
November 18, the President of Ukraine instated Colonel General I.Svida to a post of Chief of the General Staff – Commander-in-Chief of Ukrainian Armed Forces and presented him to the key military personnel.
Comment: Col Gen I.Svida was born in 1950, was staying in military service from 1972. He was graduated from Uzhgorod State University in 1972 and then, in 1975 finished Ordzhonikidze Higher command military school. He was also educated in Moscow Military Academy named Frunze and Military Academy of the Russian Federation General Staff in 1992.
