1. National Defence Capability: President appealed the high military financing issues to the Speaker

November, 13 the President of Ukraine V. Yushchenko called to the Parliament Speaker for account regarding a financing state of the Ukrainian military in this year and that planned for the upcoming year.

Comment: of the planned at General Fund 7.428,5 bln UAH the only 89,4% (6.640,3 bln UAH) have been granted from the Government to UAF; 4.221,6 bln UAH of Special Fund the UAF has received only 10,7% (452,3 mln UAH) and stabilization fund was imbued with 229,4 mln UAH of 1.221,1 bln which is equivalent of 18,8%.

1. Defense planning: the financing needs of Ministry of Defense of Ukraine in 2010

In an interview with "People's Army" director of the Department of Finance of Ministry of Defense, Lieutenant General Ivan Marko told about 2010 fiscal year and its influence on the Armed Forces of Ukraine.

Comment: "According to the decision made by the National Security Council of Ukraine and approved by the Cabinet of Ministries of Ukraine it is planned to allocate 20.8 billion USD for defence, including 19.8 billion USD - directly to MoD. These funds will be received from the General Fund. Without these funds providing appropriate level of defense will be difficult "- said Ivan Marko. Now all activities of the Department of Finance aims at, first, the most efficient use of resources, and second - to finish the fiscal year and to convince the Government in objective need to increase it next year. After all, if the Cabinet will give 8.2 billion USD that now appears on the general fund, it will nothing resolve: only payroll and food – 7 mlrd USD, without the cost of utilities.

1. Defense planning: strength of the Armed Forces of Ukraine for 2009 - 2011
30.10.09 Ukraine's President Viktor Yushchenko by his decree № 885/2009 enacted decision of the National Security and Defense Council of Ukraine on October 13, 2009 "On Amendments to the decision of the National Security and Defense Council of Ukraine on September 26, 2008 "On urgent task of increasing defence capabilities of Ukraine".

Comment: third paragraph of point 3 of the decision of Ukraine's NSDC from September 26, 2008 "On urgent task to improve the capabilities of Ukraine", enacted by the Decree of President of Ukraine of January 10, 2009 № 2, got a new redaction: "determining the strength of the Armed Forces of Ukraine on December 31, 2009 in the amount of 200 000 people, including 150 000 military personnel, on December 31, 2010 in the amount of 200 000 people, including 159 000 military personnel, on December 31, 2011 in the amount of 200 000 people, including 160 000 troops".

1. State Defence Capability: the Governmental Commission on Defence Capability of Ukraine
Cabinet of Ministers of Ukraine by its resolution issued on Oct 21, has established Governmental Committee responsible for managing the national security and defense capability.

Comment: Committee has been Coordinating and Advisory office of the Government. It is expected to be a main element in coordination between executive branches of power in formulating and implementing State defence policy, Military-Industrial complex development and optimization of the procurement mechanism. 1. Armed Forces Development: the press-conference of C-in-C of the UAF Air Force
The press-conference on the current Air Force problems and ways forward was held by C-in-C of the UAF Air Force, General I. Rusnak on Oct 13, 2009 in Vinnitsa.
Comment: I. Rusnak stressed out the insufficient recourses and finances have been allocated in 2009 to suffice the Air Force demands. Instead of requested 70 thousand tons of jet fuel, the Air Force have been supplied with less than 4 thousand tons that hampers a full-fledged pilots training. Besides, Gen I. Rusnak noticed a poor Air equipment status.
